US National Security Adviser James L. Jones talks to SPIEGEL about his skepticism regarding calls for more US troops to be sent to Afghanistan, the chances of Pakistan's nuclear weapons falling into the wrong hands and President Barack Obama's leadership style.
SPIEGEL: General Jones, it's now 20 years since the Berlin Wall came down and the Soviet Union imploded. Has the world become a safer place?
James L. Jones: Tremendous accomplishments were made over a number of years to bring freedom and democracy to that portion of Europe that was left out of the drive. The events that took place 20 years ago meant for the whole of Europe much more peace and much more opportunity for the citizens that had lived on both sides of the wall.
SPIEGEL: But it was not yet the "end of history," as the American political scientist Francis Fukuyama and many others predicted. What is the gravest threat to the American homeland today?
Jones: I worry most about proliferation of weapons of mass destruction in such a way that they could be acquired by non-governmental organizations, like terrorist groups, especially the radical groups that we know are trying to get these weapons. We're convinced that if they were to get them, they would use them. When a nation state has a nuclear weapon, it's a little bit easier to control the use of it, but for non-governmental groups it's much more difficult. We are obviously worried about North Korea and Iran, but the threat that's hardest to control is the non nation states, groups of individuals who could acquire such a weapon and what they would do.
SPIEGEL: Do you assume that some terrorist groups are close to that goal?
Jones: We're doing a good job nationally and internationally to make sure that we safeguard that eventuality from happening.
SPIEGEL: Is Pakistan the most dangerous place in the world, given that the Taliban and al-Qaida are increasing their sphere of influence?
Jones: Pakistan is certainly a point of strategic interest for us, for the alliance, and for much of the watching world because of the fact that they are nuclear -- they do have nuclear weapons, and they do have an ongoing insurgency.
SPIEGEL: Is it possible that the civilian government and the armed forces could lose control over these nuclear weapons?
Jones: It is something that we work on with the Pakistanis regularly. I've been assured that they're doing everything they can to make sure that these weapons are very tightly controlled and secured.
SPIEGEL: And you think the generals are assessing the situation realistically?
Jones: We are cooperating very closely. We hope that they are successful in combating their insurgencies because since 2006 this has become a real cancer on the border regions.
SPIEGEL: The Obama administration is reviewing the strategy for Afghanistan. General Stanley McChrystal, the top US commander in Afghanistan, is asking for additional troops.
Jones: Generals always ask for more troops. Take it from me.
SPIEGEL: You would know. You're also a general and you were in Afghanistan from 2003 to almost 2007 ...
Jones: ... and of course when I was there I asked for more troops. When we started in 2003, we had to develop a plan. So by definition, you have to ask for people.
SPIEGEL: And now you support General McChrystal's demand for 40,000 additional troops?
Jones: We are in the middle of a process with the president and all of his advisers in assessing the overall situation in Afghanistan. I believe we will not solve the problem with troops alone. The minimum number is important, of course. But there is no maximum number, however. And what's really important in Afghanistan is that with this new administration we insist on good governance, that it be coordinated with economic development and security, and that we have much, much better success at handing over responsibility for these three things to the Afghans.
SPIEGEL: To President Hamid Karzai, who has just been reelected after a controversial election?
Jones: To the Afghans. And we will put much more emphasis on battling corruption and putting competent and honest people in positions of authority. We will be working with our friends and allies to do that.
SPIEGEL: When do you expect a final decision on McChrystal's request?
Jones: It will be a decision made by all NATO members, not just the US president. As part of NATO we are one of 28 nations, and we are going to closely follow NATO's discussions of the McChrystal request. It's a NATO request of which the US will do a portion of it, but we think other countries will do their share as well.
SPIEGEL: What do you expect from the Germans?
Jones: I think that will be for Germany to decide. Germany is the third largest troop contributing nation and it has been at the forefront of developing the Afghan National Police, which is something that Germany can do better than us, because they have the training base and the culture for that kind of police training. In the end NATO will decide as a whole who will be responsible for particular contributions.
SPIEGEL: What is the goal in Afghanistan right now -- to win the war?
Jones: Our definition of the goal has been to defeat, disrupt, and dismantle the al-Qaida network, which is the one that is the most significant threat to our homeland and to the European homeland. These are people that will stop at nothing. So we pay a lot of attention to where they are and what they're doing. We want those three D's, if you will, to make sure that they cannot come back to Afghanistan and reestablish a platform from which they can organize and equip themselves to do what they did several years ago. On that score, we're pretty successful in Afghanistan.
SPIEGEL: But al-Qaida has not been destroyed. The terrorists are now operating from Pakistan.
Jones: Unfortunately, there are some safe havens in Pakistan and it looks like the Pakistan army is seriously going after them. There are operations in Swat Valley and now in South Waziristan and we hope that they will continue. We intend to be of whatever help we can to ensure that they try to rid themselves of that cancer that exists between the two countries.
SPIEGEL: US Secretary of State Hillary Clinton recently expressed her disappointment in how the Pakistani government is fighting al-Qaida. Do you share her view?
Jones: Well, if you had been here in March and asked me the question whether I'm more worried about Afghanistan or Pakistan, I would have said Pakistan because they had this policy of appeasement, which was flawed. I think they recognized it as well. Since March, they have done reasonably well in what they set out to do. We hope they have long-term objectives to go after all insurgents, not just theirs, but after the Afghan Taliban, al-Qaida, and other groups. This is really going to continue to eat at the fabric of their country if they don't.
SPIEGEL: In Afghanistan, you were not amused by the Karzai government. Now he's going to be the next president. How unhappy are you with having to deal with Karzai?
Jones: I don't think it's a question of happiness. It's a question of legitimacy. We recognize the election was by far not perfect, but in the end, it's extremely important that the Afghans think they have a legitimate president. If the legitimacy is questioned, then that makes it difficult for allies to continue.
SPIEGEL: What do you expect President Karzai to do?
Jones: We hope from this election will emerge a partner that will do much better in the second five years in the areas of governance, rule of law, economic development and development with the Afghan Security Forces. But we also need a better plan with the allies to gradually turn over responsibility for the country to Afghan institutions and organizations in as short a time as possible.
SPIEGEL: When will the US troops be withdrawn?
Jones: I don't know when that will be. But I do know that our president and other leaders are very insistent on doing everything that we can to make sure that it happens sooner rather than later. That we can in fact, begin to turn over responsibility to the Afghans. We can't want this more than the Afghans. So, if they want the promise of a democratic society and peace and stability, better opportunities for their children, then this government and all of the governors have to do a much better job than they've done so far.
SPIEGEL: Are the United States right now in some kind of negotiations with the Taliban?
Jones: No. We've let this electoral process play itself out, and now we will reengage with the government once it's formed. And then we will seriously consider all issues to bring security and stability to Afghanistan, as well as reconciliation and reintegration.
SPIEGEL: Afghanistan is famously referred to as the "graveyard of empires."
Jones: I know and that's why I say we cannot solve the problems with only military forces. You can keep on putting troops in, and you could have 200,000 troops there and the country will swallow them up as it has done in the past. There are many empires who tried to make Afghanistan a stable and different country, and there have always been neighbors which were not interested in a stable and centralized government. That's why I think it's not a US or European reconstruction program exclusively. We should encourage all of the neighbors to participate.
SPIEGEL: Is it difficult to advise the president, Barack Obama?
Jones: No, simply because he's a very good student of geopolitics. He understands strategy. He has a very inquisitive mind, and he prepares himself extremely well for all the meetings that he attends. You cannot come to his meetings without being prepared to say something because if you don't say anything, he will call on you.
SPIEGEL: How does Obama react if somebody contradicts him?
Jones: He actually encourages debate. He wants people to defend their positions. He is willing to listen.
SPIEGEL: How do you define your job?
Jones: The president can't do everything. So the role of the National Security Council is to identify the strategic issues that the president has to consider. You have to triage the issue, so that he tackles the really hard ones. Then you have to make sure that there's proper preparation of the issues before it gets to him. It starts with working groups, then the deputies of the inter-agency meet, and then the principals -- secretary of defense, secretary of state, secretary of treasury. I chair that group. And then when it's ready for the president, we have a full National Security Council meeting. And then people give their opinions around the table and then it gets to the point where eventually there's a decision.
SPIEGEL: How has being in the White House changed your way of thinking? Are your ideas less like those of a general and more like those of a civilian now?
Jones: As a matter of fact, the four years in NATO helped me do that quite a bit because NATO Secure is a political and military job as well. So for me it's not terribly difficult to leave the uniform behind and graduate over to this level, to this different way of looking at things.
SPIEGEL: Being a military man, don't you miss having to make tough decisions quickly?
Jones: It's more important to make good decisions. We have to ensure that the president is well served by the right process and that we stay at the strategic level. Where other White Houses have gotten in trouble sometimes is when the president gets down to the tactical level. For instance, I started my career in Vietnam when I was 23 years old, and even as a young lieutenant, I could see the influence of the White House in terms of what we were doing on the ground. If you let the president do that, then he's not staying at the level where he should.
SPIEGEL: President Obama was elected one year ago. During the last year he has given many great speeches and delivered idealistic messages. Is he about to enter a new phase? Is it now time for delivery?
Jones: I think that's right. The first year is your introductory year where you make your speeches, you present yourself, you present an image that you hope the country will embrace and achieve globally. Now the ideas are out there. The tasks are clear. The challenges are visible, and now you have to implement the ideas.

Surging Through the Khyber Pass and into a quagmire - Al-Qaeda's guerrilla chief lays out strategy

ANGORADA, South Waziristan, at the crossroads with Afghanistan - A high-level meeting on October 9 at the presidential palace between Pakistan's civil and military leaders endorsed a military operation against the Pakistani Taliban and al-Qaeda in the South Waziristan tribal area - termed by analysts as the mother of all regional conflicts.
At the same time, al-Qaeda is implementing its game plan in the South Asian war theater as a part of its broader campaign against American global hegemony that began with the attacks in the United States of September 11, 2001.
Al-Qaeda's target remains the United States and its allies, such as Europe, Israel and India, and it does not envisage diluting this strategy by embracing Muslim resistances on narrow parameters. In this context, militant activity in Pakistan is seen as a complexity rather than as a part of al-Qaeda's strategy.
Militants have been particularly active over the past few days. Last Thursday, a car loaded with explosives rammed into the compound wall of the Indian Embassy in Kabul, Afghanistan's capital, killing at least 17 people. Then on Saturday, militants staged an audacious attack on the the Pakistani military headquarters in Rawalpindi, the twin city of the capital, Islamabad. On Monday, a suicide bomber detonated a bomb in market town in the Swat Valley region, killing 41 people and injuring 45 others.
Pakistan is at critical juncture, with the armed forces gathered in their largest-ever numbers (almost a corps, as many as 60,000 troops) around South Waziristan to flush out the Pakistan Tehrik-e-Taliban (PTT), al-Qaeda and their allies from the Pakistani tribal areas.
In these tense times, Mohammad Ilyas Kashmiri, an al-Qaeda leader who, according to American intelligence is al-Qaeda's head of military operations and whose death they wrongly confirmed in a recent US Predator drone attack in North Waziristan, spoke to Asia Times Online.
He invited this correspondent to a secret hideout in the South Waziristan-Afghanistan border area, where drones regularly fly overhead.
This is Ilyas' first-ever media interaction since he joined al-Qaeda in 2005. He is a veteran commander from the struggle with India over divided Kashmir.
In the past few months, the militants have appeared to be on the back foot. A number of leading figures have been killed in drone attacks in Pakistan, including Osama al-Kini, a Kenyan national and al-Qaeda's external operations chief; Khalid Habib, the commander of the Lashkar al-Zil or the Shadow Army, al-Qaeda's fighting force; Tahir Yuldashev, leader of the al-Qaeda-linked Islamic Movement of Uzbekistan; PTT leader Baitullah Mehsud, and several others.
The Pakistani Taliban have also been given a bloody nose by the military in tribal and urban areas. Negotiations were also underway to strike peace deals with some Taliban commanders in various Afghan provinces.
Then last week at least nine US troops along with several dozen Afghan National Army (ANA) personnel were killed in a raid on an outpost in Nuristan province, besides the abduction of over 30 ANA officers and soldiers by the Taliban.
This attack was complemented by a series of other attacks on North Atlantic Treaty Organization bases across the southeastern provinces of Khost, Paktia and Paktika, forcing top US General Stanley McChrystal to pull out all troops from isolated posts in remote areas in these provinces to relocate them in population centers.
This created immense space for the Taliban to operate freely, meaning that if Pakistan conducted operations in South Waziristan, the militants could easily move across the border to find sanctuary.
The attacks over the past few days have also shown that the militants are still capable of striking important targets almost at will. They also mean a redesign of the war theater in which Pakistan will have to relocate its troops from the eastern front (India) to the western front (Afghanistan), as the Taliban are now the number one enemy.
Washington plans to send at least another 40,000 troops to Afghanistan while India will complement these efforts with its intelligence and military expertise against the common enemy - Muslim militant groups.
The upcoming battle
Ilyas Kashmiri gave his views on what the upcoming battle will look like, what its targets will be, and how it will impact the West in relation to the destabilization of a Muslim state such as Pakistan.
The contact with Asia Times Online began with a call from the militants on October 6, inviting this correspondent to the town of Mir Ali in North Waziristan. No reason was given. The next day, I traveled to Mir Ali, a town that has been heavily attacked by drones over the past year. After over seven hours of continuous traveling, I was received by a group of armed men who transferred me to a house belonging to a local tribesman.

"The commander [Ilyas Kashmiri] is alive. You know that the commander has never spoken to the media before, but since everybody is sure of his death as a result of a drone attack [in September], al-Qaeda's shura [council] decided to make a denial of this news through an interview by him to an independent newspaper, and therefore the shura agreed on you," a person whom I knew as the key person in Ilyas' famous 313 Brigade told me as soon as I reached the safe house. The brigade, a collection of jihadi groups, fought for many years against India in India-administered Kashmir.
"You will have to stay in this room until we inform you of the next plan. You can hear the voices of drones above your head, therefore you will not leave the room. The area is full of Taliban, but also of informers whose information on the presence of strangers in a house could lead to a drone attack," the man said.
The next day, I was transferred to another house at an unknown location, about three hours away. During this time I was accompanied at all times by an armed escort. I was not allowed to speak to them, and they could not communicate with me. This is al-Qaeda's internal world. Finally, in the early morning of October 9, a few armed men arrived in a white car.
"Please leave all your electronic gadgets here. No cell phone, no camera, nothing. We will provide you pen and paper to write the interview," I was instructed. After several hours of a very uncomfortable journey, passing down muddy tracks and through mountain passes, we reached a room where Ilyas was supposed to meet us.
After a couple of hours, suddenly the sound of a powerful vehicle broke the silence. My escort and the men already present in the room rapidly took up positions. They all wore bullet pouches and carried AK-47s.
Ilyas made his entrance. He cut a striking figure, about six feet tall (1.83 meters), wearing a cream-colored turban and white qameez shalwar (traditional shirt and pants), carrying an AK-47 on his shoulder and a wooden stick in one hand, and flanked by commandos of his famous diehard 313 Brigade.
Ilyas now sports a long white beard dyed with reddish henna. At the age of 45 he remains strongly built, although he carries the scars of war - he has lost an eye and an index figure. When we shook hands, his grip was powerful.
The host immediately served lunch, and we sat on the floor to eat.
"So, you have survived a third drone strike ... why is the Central Intelligence Agency [CIA] sniffing around you so much? I asked.
The question was somewhat rhetorical. He is one of the most high-profile al-Qaeda commanders, with a Pakistani bounty of 50 million rupees (US$600,000) on his head. His position is defined differently by various intelligence and media organizations. Some say he is commander-in-chief of al-Qaeda's global operations, while others say he is chief of al-Qaeda's military wing.
If today al-Qaeda is divided into three spheres, Osama bin Laden is undoubtedly the symbol of the movement and his deputy Ayman al-Zawahiri defines al-Qaeda's ideology and broader strategic vision. Ilyas, with his unmatched guerrilla expertise, turns the strategic vision into reality, provides the resources and gets targets achieved, but he chooses to remain in the background and very low key.
His bases and activities have always remained shrouded in secrecy. However, the arrest of five of his men in Pakistan earlier this year and their subsequent grilling helped lift the veil. Their information resulted in CIA drone strikes against him, the first in May and then again on September 7, when he was pronounced dead by Pakistani intelligence, and finally on September 14, after which the CIA said he was dead and called it a great success in the "war on terror".
"They are right in their pursuit. They know their enemy well. They know what I am really up to," Ilyas proudly replied.
Born in Bimbur (old Mirpur) in the Samhani Valley of Pakistan-administered Kashmir on February 10, 1964, Ilyas passed the first year of a mass communication degree at Allama Iqbal Open University, Islamabad. He did not continue due to his heavy involvement in jihadi activities.
The Kashmir Freedom Movement was his first exposure in the field of militancy, then the Harkat-ul Jihad-i-Islami (HUJI) and ultimately his legendary 313 Brigade. This grew into the most powerful group in South Asia and its network is strongly knitted in Afghanistan, Pakistan, Kashmir, India, Nepal and Bangladesh. According to some CIA dispatches, the footprints of 313 Brigade are now in Europe and capable of the type of attack that saw a handful of militants terrorize the Indian city of Mumbai last November.
Little is documented of Ilyas' life, and what has been reported is often contradictory. However, he is invariably described, certainly by world intelligence agencies, as the most effective, dangerous and successful guerrilla leader in the world.
He left the Kashmir region in 2005 after his second release from detention by Pakistan's Inter-Services Intelligence (ISI) and headed for North Waziristan. He had previously been arrested by Indian forces, but he broke out of jail and escaped. He was then detained by the ISI as the suspected mastermind of an attack on then-president Pervez Musharraf, in 2003, but was cleared and released. The ISI then picked Ilyas up again in 2005 after he refused to close down his operations in Kashmir.
His relocation to the troubled border areas sent a chill down spines in Washington as they realized that with his vast experience, he could turn unsophisticated battle patterns in Afghanistan into audacious modern guerrilla warfare.
Ilyas' track record spoke for itself. In 1994, he launched the al-Hadid operation in the Indian capital, New Delhi, to get some of his jihadi comrades released. His group of 25 people included Sheikh Omar Saeed (the abductor of US reporter Daniel Pearl in Karachi in 2002) as his deputy. The group abducted several foreigners, including American, Israeli and British tourists and took them to Ghaziabad near Delhi. They then demanded that the Indian authorities release their colleagues, but instead they attacked the hideout. Sheikh Omar was injured and arrested. (He was later released in a swap for the passengers of a hijacked Indian aircraft). Ilyas escaped unhurt.
On February 25, 2000, the Indian army killed 14 civilians in Lonjot village in Pakistan-administered Kashmir after commandos had crossed the Line of Control (LoC) that separates the two Kashmirs. They returned to the Indian side with abducted Pakistani girls, and threw the severed heads of three of them at Pakistani soldiers.
The very next day, Ilyas conducted a guerilla operation against the Indian army in Nakyal sector after crossing the LoC with 25 fighters of 313 Brigade. They kidnapped an Indian army officer who was later beheaded - his head was paraded in the bazaars of Kotli back in Pakistani territory.
However, the most significant operation of Ilyas was in Aknor cantonment in Indian-administered Kashmir against the Indian armed forces following the massacre of Muslims in the Indian city of Gujarat in 2002. In cleverly planned attacks involving 313 Brigade divided into two groups, Indian generals, brigadiers and other senior officials were lured to the scene of the first attack. Two generals were injured (the Pakistan army could not injure a single Indian general in three wars) and several brigadiers and colonels were killed. This was one of the most telling setbacks for India in the long-running Kashmiri insurgency.
Despite what some reports claim, Ilyas was never a part of Pakistan's special forces, nor even of the army. Nearly 30 years ago when he joined the Afghan jihad against the Soviets from the platform of the HUJI, he developed expertise in guerrilla warfare and explosives.
Within just months of arriving in the Afghan war theater in 2005, Kashmiri redefined the Taliban-led insurgency based on legendary Vietnamese General Vo Nguyen Giap's three-pronged guerrilla warfare strategy. For the Taliban, the main emphasis was to be placed on cutting NATO's supply lines from all four sides of Afghanistan, and carrying out special operations similar to the Mumbai attack in Afghanistan.
Over the years, Ilyas has deliberately adopted a low key presence in the militants' hierarchy. His attacks are just the opposite, although he never issues statements or claims responsibility for any operation.
His 313 Brigade is believed to be the main catalyst of high-profile operations such as the one in Mumbai and others in Afghanistan, as well as al-Qaeda's operations in Somalia and to some extent in Iraq.
"Do you believe that the upcoming South Waziristan operation will be the 'mother of all operations' in the region, as some analysts say," I asked after we had finished lunch and I was alone with Ilyas and his trusted confidant.
"I don't know how to play with words during an interview," Ilyas responded. "I have always been a field commander and I know the language of battlefields. I will try to answer your questions in the language I am familiar with. (Ilyas spoke mostly in Urdu, mixed with some Punjabi.)
"Saleem! I will draw your attention to the basics of the present war theater and use that to explain the whole strategy of the upcoming battles. Those who planned this battle actually aimed to bring the world's biggest Satan [US] and its allies into this trap and swamp [Afghanistan]. Afghanistan is a unique place in the world where the hunter has all sorts of traps to choose from.
"It might be deserts, rivers, mountains and the urban centers as well. This was the thinking of the planners of this war who were sick and tired of the great Satan's global intrigues and they aim for its demise to make this world a place of peace and justice. However, the great Satan was full of arrogance of its superiority and thought of Afghans as helpless statues who would be hit from all four sides by its war machines, and they would not have the power and capacity to retaliate.
"This was the illusion on which a great alliance of world powers came to Afghanistan, but due to their misplaced conceptions they gradually became trapped in Afghanistan. Today, NATO does not have any significance or relevance. They have lost the war in Afghanistan. Now, when they realized their defeat, they developed an emphasis that this entire battle is being fought from outside of Afghanistan, that is, the two Waziristans. To me, this military thesis is a mirage which has created a complex situation in the region and created reactions and counter-reactions. I would not like to go into the details, to me that was nothing but deviation. As a military commander, the reality is that the trap of Afghanistan is successful and the basic military targets on the ground have been achieved," Ilyas said.
I responded that the relocation of 313 Brigade from Kashmir was itself proof that foreign hands were involved in Afghanistan.
"The entire basis of your argument is wrong, that this war is being fought from outside of Afghanistan. This is just an out-of-context understanding of the whole situation. If you discuss myself and 313 Brigade, I decided to join the Afghan resistance as an individual and I had quite a reason for that. Everybody knows that only a decade ago I was fighting a war of liberation for my homeland Kashmir.
"However, I realized that decades of armed and political struggles could not help to inch forward a resolution of this issue. Nevertheless, East Timor's issue was resolved without losing much time. Why? Because the entire game was in the hands of the great Satan, the USA. Organs like the UN and countries like India and Israel were simply the extension of its resources and that's why there was a failure to resolve the Palestinian issue, the Kashmir issue and the plight of Afghanistan.
"So I and many people all across the world realized that analyzing the situation in any narrow regional political perspective was an incorrect approach. This is a different ball game altogether for which a unified strategy is compulsory. The defeat of American global hegemony is a must if I want the liberation of my homeland Kashmir, and therefore it provided the reasoning for my presence in this war theater.
Ilyas continued, "When I came here I found my step justified; how the world regional powers operate under the umbrella of the great Satan and how they are supportive of its great plans. This can be seen here in Afghanistan." He added that al-Qaeda's regional war strategy, in which they have hit Indian targets, is actually to chop off American strength.
"The RAW [India's Research and Analysis Wing] has detachment command centers in the Afghan provinces of Kunar, Jalalabad, Khost, Argun, Helmand and Kandahar. The cover operations are road construction companies. For instance, the road construction contract from Khost city to the Tanai tribe area is handled by a contractor who is actually a current Indian army colonel. In Gardez, telecommunication companies are the cover for Indian intelligence operations. Mostly, their men operate with Muslim names, but actually the employees are Hindus."
"So should the world expect more Mumbai-like attacks?" I asked.
"That was nothing compared to what has already been planned for the future," Ilyas replied.
"Even against Israel and the USA?" I asked.
"Saleem, I am not a traditional jihadi cleric who is involved in sloganeering. As a military commander, I would say every target has a specific time and reasons, and the responses will be forthcoming accordingly," Ilyas said.
As I noted Kashmiri's answers, I thought of how several years back he was the darling of the Pakistani armed forces, their pride. The highest military officers were proud to meet him at his base in Kashmir, they spent time with him and listened to the legends of his war games. Today, I had a different person in front of me - a man condemned as a terrorist by the Pakistani military establishment and their biggest wish is his death.
"What impressed you to join al-Qaeda?" I asked.
"We were both victims of the same tyrant. Today, the entire Muslim world is sick of Americans and that's why they are agreeing with Sheikh Osama. If all of the Muslim world is asked to elect their leader, their choice would be either [Taliban leader] Mullah Omar or Sheikh Osama," Ilyas said.
"If it is so, why are a section of militants bent on war on Muslim states like Pakistan? Do you think this is correct?"
"Our battle cannot be against Muslims and believers. As I have mentioned earlier, what is happening at the moment in the Muslim world is a complexity due to American power games which have resulted into reactions and counter-reactions. This is a totally different debate and might deviate me from the real topic. The real game is the fight against the great Satan and its adherents," Ilyas said.
"What turned you from the most-beloved friend to the most-hated foe in the eyes of the Pakistani military establishment?" I asked.
"Pakistan is my beloved country and the people who live there are our brothers, sisters and relatives. I cannot even think of going against its interests. It was never the Pakistan army that was against me, but certain elements who branded me as an enemy to cover up their weaknesses and to appease their masters," Ilyas said.
"What is 313 Brigade?" I asked.
"I cannot tell you, except war is all tactics and this is all 313 Brigade is about; reading the enemy's mind and reacting accordingly. The world thought that Prophet Mohammad only left women behind. They forgot there were real men also who did not know what defeat was all about. The world is only familiar with those so-called Muslims who only follow the direction of the air and who don't have their own will. They do not have their own minds or dimensions of their own. The world has yet to see real Muslims. They have so far only seen Osama and Mullah Omar, while there are thousands of others. Wolves only respect a lion's iron slap; lions do not impress with the logic of a sheep," Ilyas said.
As the shadows of darkness emerged, the conversation ended. The next day, a curfew was to be imposed in North Waziristan in preparation for the grand operation in the region, and I had to leave the area. Ilyas also needed to move to a new destination, as he does on a regular basis to hide from the eyes of Predator drones.

I went to the Islamic university in Islamabad on Tuesday after news of the double bombing there broke.
I did my job, I reported the scene and I spoke to witnesses. It was a bloody and murderous attack.
But as we were preparing to leave, something happened which has had me thinking for the past few days.
A young man, dressed in black, approached, extended his hand and gave the customary greeting "Assalamu alaikum". I returned his welcome and shook his hand. But in an instant his mood changed and he started blaming me and "my people" for the bombing.
Those around tried to calm him down, but he was loud and insistent. He thought I was an American. I was dressed in a black jacket, blue shirt and chinos. It was, for want of a better phrase, a very American "preppy" look.
The man, I know his name but I won't give it here, believed that Pakistan's problems, the difficulties it was experiencing, could be laid at the door of outside influences.
He said: "This is all your fault, all your bloody fault." pointing his finger at me angrily
"You Americans, you are sitting there, you are doing this."
Ugly scene
The situation was about to get ugly and those around him and me tried to calm him down. Someone told him I was Scottish, that guests should not be treated like this, and I was there to tell his story. On a busy campus where a bomb had just exploded, I was a different face and he needed to express his anger.
I'm told American correspondents don't travel to certain stories because they know they will be singled out. It's dangerous. They would be putting their safety at risk.
We felt the man had a point and we wanted him to tell us how he felt.
He pointed out Pakistan was a government run by another government, doing the bidding, leaving the people with no voice and no influence.
He was angry with me, and angry with America.
"Yes I’m angry at the government too. Everyone is angry. I'm not alone."
In those emotion-filled minutes after the blast, he wanted someone to blame.
He needed someone to explain why a university, which specialised in teaching Islam and the Quran, had become a target in an undeclared war between the Pakistani establishment and the Taliban.
"First of all the biggest thing is that all the security forces have already failed," he said.
"The terrorists that came to destroy a peaceful place of learning bribed their way through. This is a failure of policy that they couldn't stop them. They crossed all the checkpoints where good people are stopped and terrorists bribe their way through. That's why people are angry."
And in this brief snapshot, there is a warning. That for some in Pakistan, a Western face is the face of the enemy. That the policies of governments past and present cannot be separated from an individual, the guilt is collective.
There are those who argued with the man, but the arguments of reason faded out and all that was left was the angry voice of someone who felt betrayed, abandoned and ignored.

A Pakistani spy agency is helping anti-Western militants mount attacks including suicide bombings in Afghanistan, a reality the West lacks the resolve to confront, an advisor to the Afghan government said on Thursday.
Davood Moradian, senior policy advisor to Foreign Minister Rangeen Dadfar Spanta, told Reuters the motive of the Inter-Services Intelligence (ISI) agency was to arouse Western concern for stability in neighbouring nuclear-armed Pakistan and use it to obtain financial support for Islamabad.
Asked in an interview to provide concrete evidence of ISI involvement, he replied that the agency had been involved in a suicide bombing of the Indian embassy in Kabul in July 2008 that killed dozens of people including two Indian diplomats.
Pakistan strongly condemned the Kabul bombings at the time and said it had nothing to do with it.
"We produced such proof in respect of the Indian embassy bombing in Kabul last year. There were telephone records of the ISI officers directing, and we shared that information with the intelligence community," Moradian said.
"The intelligence community in Washington and London agree (with the allegations) but they are not in a position to make policy," said Moradian, speaking on the sidelines of a seminar at Britain's International Institute for Strategic Studies.
"They have passed that (information) to their political masters to make decisions, but their political masters do not have that courage. When it comes to the ISI we do not see that bravery on the part of the international community."
Pakistan used Islamist fighters to oppose Soviet occupiers in Afghanistan in the 1980s and later backed the Taliban government in Kabul. India has long accused Pakistan of nurturing jihadi groups to fight in the disputed Kashmir region.
"Strategic Direction"
But Pakistan, which has the most anti-Indian, anti-Western and best-organised militant groups in South Asia, denies it backs militant violence anywhere.
Indeed, Islamabad faces a direct challenge from the related Pakistani Taliban.
More than 100 people have been killed there in a week of attacks by Pakistani Taliban. The army is expected to launch an offensive soon against the militants in the South Waziristan area, near the Afghan border.
Moradian said the ISI's involvement had gone far beyond providing hospitality to the Afghan Taliban. "They (Taliban) are functioning, working and organising their activity in Pakistan in the full knowledge and engagement of the ISI," he said.
Asked if the ISI simply turned a blind eye to attacks, he said: "No. It is a strategic direction in choosing the targets, and in briefing the Taliban leadership about public opinion.
Suggesting it was hard for outsiders to deal with different power centres in Pakistan, Moradian said the Pakistani interior and foreign ministries were not involved in Afghan violence because the ISI had a monopoly on national security policy.
Asked what other evidence there was of ISI involvement, Moradian said an assessment written in August this year by top U.S. and NATO commander in Afghanistan General Stanley McChrystal had "publicly and openly stated the ISI role."
An unclassified passage in the report states that senior leaders of the major Afghan insurgent groups "are reportedly aided by some elements in Pakistan's ISI."
In an address to the institute, Moradian said the ISI's involvement in Afghanistan violence was part of a "triangle of terror" that also included the Taliban and al Qaeda.
He said part of the reason reconciliation was failing in Afghanistan was Pakistani support of the Taliban. He urged "engagement with Pakistan to convince its military leadership to sever its ties with the leadership of the Taliban."

A week of high profile attacks by the Tehreek-e Taliban Pakistan (TTP) have left over 150 people killed across the nation and growing questions over whether the Pakistani government is really up to tackling the group the way it has been promising to.
Two months ago, the government was on the verge of declaring victory over the TTP, trumpeting the death of leader Baitullah Mehsud in a US drone strike and claiming to have wiped out the group’s Swat Valley followers.
Now, the nation is conceding that it is in the midst of a guerrilla war with an increasingly belligerent enemy, and instead of launching an offensive against South Waziristan the military is faced with defending its home turf, literally.
The TTP is attacking police stations across the nation, even in Lahore which is far outside their usual tribal area dominion. Marketplaces in the Northwest Frontier Province have become a battlefield. Though Pakistanis are no strangers to internal strife the Pashtun insurgency has largely been restricted to military offensives into Pashtun tribal areas… those days appear over.

The Oct. 7 Wall Street Journal reports that President Barack Obama is reading Gordon Goldstein’s “Lessons in Disaster: McGeorge Bundy and the Path to War in Vietnam,” a warning against heeding inevitable military requests for more troops. But however valuable Goldstein’s book might be, William Shawcross’ book “Sideshow: Nixon, Kissinger and the Destruction of Cambodia” is far more relevant and significant. For no matter how much Gen. David Petraeus, Gen. Stanley McChrystal and other hawks disagree with the Biden doves on troop increases, both sides reportedly concur on the importance of going after Taliban and al-Qaida “sanctuaries” in Pakistan, a policy eerily reminiscent of Richard Nixon and Henry Kissinger’s disastrous decision to widen the Vietnam War into Cambodia in 1969. The Obama administration has already begun to escalate the fighting in Pakistan, a policy that could make even the Nixon-Kissinger destruction of Cambodia seem like a pleasant memory.
If U.S. military leaders are right that they cannot prevail in Afghanistan without escalating into Pakistan, this is the strongest possible argument for withdrawing from Afghanistan. For nothing, not even Taliban rule in Kabul, could justify allowing the tiny Afghan tail to wag a giant, nuclear-armed Pakistani dog whose stability is clearly America’s very top priority in the region. Further instability in Pakistan would only benefit al-Qaida, which has already made deep inroads into Pakistan and is unlikely to return to Afghanistan even if the U.S. withdraws from there. Former N.Y. Times correspondent Stephen Kinzer is right: “It should be engraved on the minds of every American diplomat: Do nothing that will further destabilize Pakistan” (from the “Rethink Afghanistan” video).
Irving Kristol’s recent death reminded us of his phrase “the law of unintended consequences,” referring to neoconservative attacks on well-meaning liberal domestic policies. Both neo- and garden-variety conservatives, however, have never been willing to apply this same “law” to their far greater international disasters. There is no record, for example, of Kristol’s son Bill or his fellow conservatives acknowledging the blow to U.S. interests and the enormous human suffering—including over 1 million Iraqis dead, wounded or made homeless—caused by the neoconservative-engineered invasion of Iraq.
As indifferent to non-American human suffering as have been conservatives, neoconservatives and neo-Stalinists like Dick Cheney, however, they presumably did not intend to see their invasion of Iraq destroy the Bush presidency, bring to power Barack Obama and congressional Democrats, strengthen anti-American terrorist forces around the globe, and vastly increase worldwide hatred for America due to the Bush administration’s making torture an official state policy for the first time in American history.
Given the U.S. history of unintended consequences in Cambodia and Iraq, not to mention Iran and dozens of other instances, it seems at first glance incredible that so-called Obama doves are seriously calling for increasing drone strikes and clandestine U.S. ground incursions into Pakistan, while pressuring the Pakistani army to expand fighting even though its campaign into the Swat Valley has already produced Pakistan’s greatest humanitarian disaster since 1947. The most likely explanation for this irrationality is at least partly that they see escalation in Pakistan as a necessary political counterweight to the Petraeus-McChrystal push for a troop buildup in Afghanistan, which they oppose.
Their concern is understandable. Bob Woodward has reported how Petraeus mentor Gen. Jack Keane has already begun prepping Petraeus for a run for president. A Republican Party desperate for leaders other than Sarah Palin and Mike Huckabee will probably draft him as a presidential candidate if he can continue to avoid blame for his disastrous mismanagement of the Af-Pak theater. Petraeus protégé McChrystal’s disloyal and unprecedented public pressure on Obama for a troop buildup has clearly functioned as an attempt to blame Obama for the inevitable Afghan disasters to come even if Petraeus does not run for president. Obama’s aides are undoubtedly desperate to find a credible alternative to a growing U.S. troop buildup and skyrocketing American casualties in Afghanistan.
Though understandable, however, escalating in Pakistan would be dangerously and foolishly myopic, risking “unintended consequences” far exceeding even the disasters of Indochina and Iraq, and crippling the Obama presidency even more than if it were to withdraw from an Afghanistan where al-Qaida is no longer present and to which it is unlikely to return.
Petraeus, as the military chief of the Af-Pak theater enjoying even greater “influence” than the Joint Chiefs, has already seen his forays into Pakistan drive the Taliban and al-Qaida eastward, vastly increase both their strength and that of homegrown terrorists, create a vast upsurge in popular anti-American feeling, divide the Pakistani military, and destabilize an already unpopular and corrupt Pakistani government. Further destabilizing a nuclear-armed Pakistan already engaged in a cold and sometimes hot war with India could lead to a U.S. foreign policy crisis dwarfing Afghanistan and Iraq combined.
Shawcross’ “Sideshow” provides a cautionary tale of the kind of unintended consequences that going after enemy “sanctuaries” can lead to. President Nixon, after taking office in January 1969, and Henry Kissinger, who directed U.S. policy and bombing in Cambodia, decided to go after North Vietnamese “sanctuaries” in the sparsely populated northeast regions of an otherwise neutral and peaceful Cambodia. They began by unilaterally conducting secret and massive B-52 bombing raids, violating both the U.S. Constitution and the Nuremberg principles. When the bombing raids did not succeed, they invaded Cambodia with U.S. and South Vietnamese forces. When that failed they escalated their bombing, using B-52s against civilian targets in one of the most savage bombing campaigns of civilians in history. They also created and propped up the corrupt and totally incompetent regime of Gen. Lon Nol, who had overthrown Prince Sihanouk, until Nol’s loss to the murderous Khmer Rouge in April 1975.
The “unintended consequences” of the Nixon-Kissinger attempt to destroy North Vietnamese “sanctuaries” in Cambodia included:

• Driving the North Vietnamese westward into Cambodia, weakening and destabilizing the Lon Nol government.
• Transforming the Khmer Rouge from a small and ineffectual force numbering no more than a few hundred into a large army capable of defeating the combined forces of U.S. airpower and the Lon Nol army. Had Nixon and Kissinger respected Sihanouk and not bombed and invaded Cambodia, there is little reason to believe that the Khmer Rouge would have taken power.
• Fostering widespread pogroms and massacres of Vietnamese citizens of Cambodia, poisoning Vietnamese-Cambodian relations even further.
• Murdering, maiming, impoverishing and starving countless Cambodians, even before the Khmer Rouge came to power.

And this occurred in a nation of only 7 million that posed little threat to anyone beyond Vietnam. The Pakistan issue, of course, is far, far more serious.
Interestingly enough, Kissinger—like so many others, including his protégé Richard Holbrooke—appears to have learned nothing from his destruction of Cambodia. Writing in Newsweek on Oct. 3, Kissinger opined that “a sudden reversal of American policy would fundamentally affect domestic stability in Pakistan by freeing the Qaeda forces along the Afghan border for even deeper incursions into Pakistan, threatening domestic chaos.” Of course, the opposite is true in reality. It is the U.S. war effort in Afghanistan that has driven “the Qaeda forces”—and the Taliban—further east into Pakistan, threatening the same kind of “domestic chaos” that Kissinger produced 40 years ago when his bombing drove the North Vietnamese and Khmer Rouge further west into Cambodia.
But Kissinger’s remark about what al-Qaida might do in the event of a U.S. withdrawal is more to the point. He is fatuous in suggesting that an American withdrawal from Pakistan would “free” al-Qaida to move more deeply into Pakistan. Al-Qaida is already making deep inroads into Pakistan beyond the Northwest Frontier Territories and is likely to continue to do so whatever happens in Afghanistan. But if so, this raises a basic question: Why are we fighting in Afghanistan if “Qaeda forces” are unlikely to return there even if the Taliban wins?
It is impossible at this point to predict the precise “unintended consequences” of further U.S. escalation in Pakistan. Experts worry that dissident elements in the Pakistani military might supply one or more of Pakistan’s dozens of nuclear weapons to terrorists; that anti-American terrorist forces could increase as unexpectedly as did the Khmer Rouge in Cambodia; that a further strengthening of al-Qaida could lead to new 9/11s; that the Pakistani government could be weakened from within; and that tensions between Pakistan and India could reach unprecedentedly dangerous level.
Two things are certain at this point, however.
First, the U.S. has even less control over events in Pakistan than it does in Afghanistan. It is the height of hubris, the arrogance of power and sheer folly to continue unleashing forces there which it cannot control.
Second, despite the horror of the Nixon-Kissinger destruction of Cambodia, it did indeed remain a “sideshow.” Today, it is Afghanistan which is the sideshow. Allowing Pakistan to become the main event would constitute the greatest U.S foreign policy error of the post-World War II era, destroy the Obama presidency and lead to the election of an authoritarian Republican president in 2012 who could make us yearn for the days of George W. Bush.

Following yesterday’s deadly bombing in Peshawar, the nation’s most important security city, Rawalpindi, was put on high alert citing non-specific intelligence reports.
Today those fears were confirmed as militants linked with the Tehreek-e Taliban Pakistan (TTP) launched a bold attack against the Pakistani Army’s headquarters, killing at least six soldiers and sparking reports of a hostage situation on the base which is still ongoing.
It has been speculated that the target of the raid was Pakistan’s Chief of Army Staff, General Parvez Kayani. He was reportedly on the base during the day but does not appear to have been harmed during the attack.
Pakistan’s military is planning to launch a major offensive against the TTP’s base of operations, the South Waziristan Agency. Today’s attack proves however that despite government claims that the group is on the ropes after the Swat Valley offensive, they remain more than capable of hitting even the most secured places in Pakistan

Front and center in the debate over the Afghan War these days are General Stanley "Stan" McChrystal, Afghan war commander, whose "classified, pre-decisional" and devastating report -- almost eight years and at least $220 billion later, the war is a complete disaster -- was conveniently, not to say suspiciously, leaked to Bob Woodward of the Washington Post by we-know-not-who at a particularly embarrassing moment for Barack Obama; Admiral Michael "Mike" Mullen, chairman of the Joint Chiefs of Staff, who has been increasingly vocal about a "deteriorating" war and the need for more American boots on the ground; and the president himself, who blitzed every TV show in sight last Sunday and Monday for his health reform program, but spent significant time expressing doubts about sending more American troops to Afghanistan. ("I'm not interested in just being in Afghanistan for the sake of being in Afghanistan... or sending a message that America is here for the duration.")
On the other hand, here's someone you haven't seen front and center for a while: General David Petraeus. He was, of course, George W. Bush's pick to lead the president's last-ditch effort in Iraq. He was the poster boy for Bush's military policies in his last two years. He was the highly praised architect and symbol of "the surge." He appeared repeatedly, his chest a mass of medals and ribbons, for heavily publicized, widely televised congressional testimony, complete with charts and graphs, that was meant, at least in part, for the American public. He was the man who, to use an image from that period which has recently resurfaced, managed to synchronize the American and Baghdad "clocks," pacifying for a time both the home and war fronts.
He never met a journalist, as far as we can tell, he didn't want to woo. (And he clearly won over the influential Tom Ricks, then of the Washington Post, who wrote The Gamble, a bestselling paean to him and his sub-commanders.) From the look of it, he's the most political general to come down the pike since, in 1951 in the midst of the Korean War, General Douglas MacArthur said his goodbyes to Congress after being cashiered by President Truman for insubordination -- for, in effect, wanting to run his own war and the foreign policy that went with it. It was Petraeus who brought Vietnam-era counterinsurgency doctrine (COIN) back from the crypt, overseeing the writing of a new Army counterinsurgency manual that would make it central to both the ongoing wars and what are already being referred to as the "next" ones.
Before he left office, Bush advanced his favorite general to the head of U.S. Central Command, which oversees the former president's Global War on Terror across the energy heartlands of the planet from Egypt to Pakistan. The command is, of course, especially focused on Bush's two full-scale wars: the Iraq War, now being pursued under Petraeus's former subordinate, General Ray Odierno, and the Afghan War, for which Petraeus seems to have personally handpicked a new commanding general, Stan McChrystal. From the military's dark side world of special ops and targeted assassinations, McChrystal had operated in Iraq and was also part of an Army promotion board headed by Petraeus that advanced the careers of officers committed to counterinsurgency. To install McChrystal in May, Obama abruptly sacked the then-Afghan war commander, General David McKiernan, in what was then considered, with some exaggeration, a new MacArthur moment.
On taking over, McChrystal, who had previously been a counterterrorism guy (and isn't about to give that up, either), swore fealty to counterinsurgency doctrine (that is, to Petraeus) by proclaiming that the American goal in Afghanistan must not be primarily to hunt down and kill Taliban insurgents, but to "protect the population." He also turned to a "team" of civilian experts, largely gathered from Washington think-tanks, a number of whom had been involved in planning out Petraeus's Iraq surge of 2007, to make an assessment of the state of the war and what needed to be done. Think of them as the Surgettes.
As in many official reassessments, the cast of characters essentially guaranteed the results before a single meeting was held. Based on past history and opinions, this team could only provide one Petraeus-approved answer to the war: more -- more troops, up to 40,000-45,000 of them, and other resources for an American counterinsurgency operation without end.
Hence, even if McChrystal's name is on it, the report slipped to Bob Woodward which just sandbagged the president has a distinctly Petraeusian shape to it. In a piece linked to Woodward's bombshell in the Washington Post, Rajiv Chandrasekaran and Karen DeYoung wrote of unnamed officials in Washington who claimed "the military has been trying to push Obama into a corner." The language in the coverage elsewhere has been similar.
There is, wrote DeYoung a day later, now a "rupture" between the military "pushing for an early decision to send more troops" and civilian policymakers "increasingly doubtful of an escalating nation-building effort." Nancy Youssef of McClatchy News wrote about how "mixed signals" from Washington were causing "increasing ire from U.S. commanders in Afghanistan"; a group of McClatchy reporters talked of military advocates of escalation feeling "frustration" over "White House dithering." David Sanger of the New York Times described "a split between an American military that says it needs more troops now and an American president clearly reluctant to leap into that abyss." "Impatient" is about the calmest word you'll see for the attitude of the military top command right now.
Buyer's Remorse, the Afghan War, and the President
In the midst of all this, between Admiral Mullen and General McChrystal is, it seems, a missing man. The most photogenic general in our recent history, the man who created the doctrine and oversees the war, the man who is now shaping the U.S. Army (and its future plans and career patterns), is somehow, at this crucial moment, out of the Washington spotlight. This last week General Petraeus was, in fact, in England, giving a speech and writing an article for the (London) Times laying out his basic "protect the population" version of counterinsurgency and praising our British allies by quoting one of their great imperial plunderers. ("If Cecil Rhodes was correct in his wonderful observation that 'being an Englishman is the greatest prize in the lottery of life,' and I'm inclined to think that he was, then the second greatest prize in the lottery of life must be to be a friend of an Englishman, and based on that, the more than 230,000 men and women in uniform who work with your country's finest day by day are very lucky indeed, as am I.")
Only at mid-week, with Washington aboil, did he arrive in the capital for a counterinsurgency conference at the National Press Club and quietly "endorse" "General McChrystal's assessment." Whatever the look of things, however, it's unlikely that Petraeus is actually on the sidelines at this moment of heightened tension. He is undoubtedly still The Man.
So much is, of course, happening just beyond the sightlines of those of us who are mere citizens of this country, which is why inference and guesswork are, unfortunately, the order of the day. Read any account in a major newspaper right now and it's guaranteed to be chock-a-block full of senior officials and top military officers who are never "authorized to speak," but nonetheless yak away from behind a scrim of anonymity. Petraeus may or may not be one of them, but the odds are reasonable that this is still a Petraeus Moment.
If so, Obama has only himself to blame. He took up Afghanistan ("the right war") in the presidential campaign as proof that, despite wanting to end the war in Iraq, he was tough. (Why is it that a Democratic candidate needs a war or threat of war to trash-talk about in order to prove his "strength," when doing so is obviously a sign of weakness?)
Once in office, Obama compounded the damage by doubling down his bet on the war. In March, he introduced a "comprehensive new strategy for Afghanistan and Pakistan" in his first significant public statement on the subject, which had expansion written all over it. He also agreed to send in 21,000 more troops (which, by the way, Petraeus reportedly convinced him to do). In August, in another sign of weakness masquerading as strength, before an unenthusiastic audience at a Veterans of Foreign Wars convention, he unnecessarily declared: "This is not a war of choice. This is a war of necessity." All of this he will now pay for at the hands of Petraeus, or if not him, then a coterie of military men behind the latest push for a new kind of Afghan War.
As it happens, this was never Obama's "war of necessity." It was always Petraeus's. And the new report from McChrystal and the Surgettes is undoubtedly Petraeus's progeny as well. It seems, in fact, cleverly put together to catch a cautious president, who wasn't cautious enough about his war of choice, in a potentially devastating trap. The military insistence on quick action on a troop decision sets up a devastating choice for the president: "Failure to provide adequate resources also risks a longer conflict, greater casualties, higher overall costs, and ultimately, a critical loss of political support. Any of these risks, in turn, are likely to result in mission failure." Go against your chosen general and the failure that follows is yours alone. (Unnamed figures supposedly close to McChrystal are already launching test balloons, passed on by others, suggesting that the general might resign in protest if the president doesn't deliver -- a possibility he has denied even considering.) On the other hand, offer him somewhere between 15,000 and 45,000 more American troops as well as other resources, and the failure that follows will still be yours.
It's a basic lose-lose proposition and, as journalist Eric Schmitt wrote in a New York Times assessment of the situation, "it will be very hard to say no to General McChrystal." No wonder the president and some of his men are dragging their feet and looking elsewhere. As one typically anonymous "defense analyst" quoted in the Los Angeles Times said, the administration is suffering "buyer's remorse for this war... They never really thought about what was required, and now they have sticker shock."
Admittedly, according to the latest Wall Street Journal/NBC News poll, 51% of Americans are against sending in more troops. (Who knows how they would react to a president who went on TV to announce that he had genuinely reconsidered?) Official Washington is another matter. For General Petraeus, who claims to have no political ambitions but is periodically mentioned as the Eisenhower of 2012, how potentially peachy to launch your campaign against the president who lost you the war.
A Petraeus Moment?
In the present context, the media language being used to describe this military-civilian conflict of wills -- frustration, impatience, split, rupture, ire -- may fall short of capturing the import of a moment which has been brewing, institutionally speaking, for a long time. There have been increasing numbers of generals' "revolts" of various sorts in our recent past. Of course, George W. Bush was insistent on turning planning over to his generals (though only when he liked them), something Barack Obama criticized him for during the election campaign. ("The job of the commander in chief is to listen to the best counsel available and to listen even to people you don't agree with and then ultimately you make the final decision and you take responsibility for those actions.")
Now, it looks as if we are about to have a civilian-military encounter of the first order in which Obama will indeed need to take responsibility for difficult actions (or the lack thereof). If a genuine clash heats up, expect more discussion of "MacArthur moments," but this will not be Truman versus MacArthur redux, and not just because Petraeus seems to be a subtler political player than MacArthur ever was.
Over the nearly six decades that separate us from Truman's great moment, the Pentagon has become a far more overwhelming institution. In Afghanistan, as in Washington, it has swallowed up much of what once was intelligence, as it is swallowing up much of what once was diplomacy. It is linked to one of the two businesses, the Pentagon-subsidized weapons industry, which has proven an American success story even in the worst of economic times (the other remains Hollywood). It now holds a far different position in a society that seems to feed on war.
It's one thing for the leaders of a country to say that war should be left to the generals when suddenly embroiled in conflict, quite another when that country is eternally in a state of war. In such a case, if you turn crucial war decisions over to the military, you functionally turn foreign policy over to them as well. All of this is made more complicated, because the cast of "civilians" theoretically pitted against the military right now includes Karl W. Eikenberry, a retired lieutenant general who is the U.S. ambassador to Afghanistan, Douglas Lute, a lieutenant general who is the president's special advisor on Afghanistan and Pakistan (dubbed the "war czar" when he held the same position in the Bush administration), and James Jones, a retired Marine Corps general, who is national security advisor, not to speak of Secretary of Defense Robert Gates, a former director of the Central Intelligence Agency.
The question is: will an already heavily militarized foreign policy geared to endless global war be surrendered to the generals? Depending on what Obama does, the answer to that question may not be fully, or even largely, clarified this time around. He may quietly give way, or they may, or compromises may be reached behind the scenes. After all, careers and political futures are at stake.
But consider us warned. This is a question that is not likely to go away and that may determine what this country becomes.
We know what a MacArthur moment was; we may find out soon enough what a Petraeus moment is.

Over the past week U.S. newspapers and television networks have been abuzz with reports that Washington and its NATO allies are planning an unprecedented increase of troops for the war in Afghanistan, even in addition to the 17,000 new American and several thousand NATO forces that have been committed to the war so far this year.
The number, based on as yet unsubstantiated reports of what U.S. and NATO commander Stanley McChrystal and the chairman of the Joint Chiefs of Staff Michael Mullen have demanded of the White House, range from 10,000 to 45,000.
Fox News has cited figures as high as 45,000 more American soldiers and ABC News as many as 40,000. On September 15 the Christian Science Monitor wrote of “perhaps as many as 45,000.”
The similarity of the estimates indicate that a number has been agreed upon and America’s obedient media is preparing domestic audiences for the possibility of the largest escalation of foreign armed forces in Afghanistan’s history. Only seven years ago the United States had 5,000 troops in the country, but was scheduled to have 68,000 by December even before the reports of new deployments surfaced.
An additional 45,000 troops would bring the U.S. total to 113,000. There are also 35,000 troops from some 50 other nations serving under NATO’s International Security Assistance Force in the nation, which would raise combined troop strength under McChrystal’s command to 148,000 if the larger number of rumored increases materializes.
As the former Soviet Union withdrew its soldiers from Afghanistan twenty years ago the New York Times reported “At the height of the Soviet commitment, according to Western intelligence estimates, there were 115,000 troops deployed.” [1]
Nearly 150,000 U.S. and NATO forces in Afghanistan would represent the largest foreign military presence ever in the land.
Rather than addressing this historic watershed, the American media is full of innuendos and “privileged” speculation on who has leaked the information and why, as to commercial news operations the tawdry world of Byzantine intrigues among and between American politicians, generals and the Fourth Estate is of more importance that the lengthiest and largest war in the world.
One that has been estimated by the chief of the British armed forces and other leading Western officials to last decades and that has already been extended into Pakistan, a nation with a population almost six times that of Afghanistan and in possession of nuclear weapons.
Two weeks ago the Dutch media reported that during a visit to the Netherlands “General Stanley McChrystal [said] he is considering the possibility of merging…Operation Enduring Freedom with NATO’s ISAF force.” [2] That is, not only would he continue to command all U.S. and NATO troops, but the two commands would be melded into one.
The call for up to 45,000 more American troops was first adumbrated in mid-September by U.S. armed forces chief Michael Mullen, with the Associated Press stating “The top U.S. military officer says that winning in Afghanistan will probably mean sending more troops.” [3]
Four days later, September 19, Reuters reported that “The commander of U.S. and NATO forces in Afghanistan has drawn up a long-awaited and detailed request for additional troops but has not yet sent it to Washington, a spokesman said on Saturday.
“He said General Stanley McChrystal completed the document this week, setting out exactly how many U.S. and NATO troops, Afghan security force members and civilians he thinks he needs.” [4]
The Pentagon spokesman mentioned above, Lieutenant-Colonel Tadd Sholtis, said, “We’re working with Washington as well as the other NATO participants about how it’s best to submit this,” refusing to divulge any details. [5]
Two days later the Washington Post published a 66-page “redacted” version of General McChrystal’s Commander’s Initial Assessment which began with this background information:
“On 26 June, 2009, the United States Secretary of Defense directed Commander, United States Central Command (CDRUSCENTCOM), to provide a multidisciplinary assessment of the situation in Afghanistan. On 02 July, 2009, Commander, NATO International Security Assistance Force (COMISAF) / U.S. Forces-Afghanistan (USFOR-A), received direction from CDRUSCENTCOM to complete the overall review.
“On 01 July, 2009, the Supreme Allied Commander Europe and NATO Secretary General also issued a similar directive.
“COMISAF [Commander, NATO International Security Assistance Force] subsequently issued an order to the ISAF staff and component commands to conduct a comprehensive review to assess the overall situation, review plans and ongoing efforts, and identify revisions to operational, tactical and strategic guidance.”
The main focus of the report, not surprising given McChrystal’s previous role as head of the Joint Special Operations Command, the Pentagon’s preeminent special operations unit, in Iraq, is concentrated and intensified counterinsurgency war.
It includes the demand that “NATO’s International Security Assistance Force (ISAF) requires a new strategy….This new strategy must also be properly resourced and executed through an integrated civilian-military counterinsurgency campaign….This is a different kind of fight. We must conduct classic counterinsurgency operations in an environment that is uniquely complex….Success demands a comprehensive counterinsurgency (COIN) campaign.”
McChrystal’s evaluation also indicates that the war will not only escalate within Afghanistan but will also be stepped up inside Pakistan and may even target Iran.
“Afghanistan’s insurgency is clearly supported from Pakistan. Senior leaders of the major Afghan insurgent groups are based in Pakistan, are linked with al Qaeda and other violent extremist groups, and are reportedly aided by some elements of Pakistan’s ISI [Inter-Services Intelligence].
“Iranian Qods Force [part of the nation's army] is reportedly training fighters for certain Taliban groups and providing other forms of military assistance to insurgents. Iran’s current policies and actions do not pose a short-term threat to the mission, but Iran has the capability to threaten the mission in the future.”
That the ISI has had links to armed extremists is no revelation. The Pentagon and the CIA worked hand-in-glove with it from 1979 onward to subvert successive governments in Afghanistan. That Iran is “training fighters for certain Taliban groups” is a provocational fabrication.
As to who is responsible for the thirty-year disaster that is Afghanistan, McChrystal’s assessment contains a sentence that may get past most readers. It is this:
“The major insurgent groups in order of their threat to the mission are: the Quetta Shura Taliban (05T), the Haqqani Network (HQN), and the Hezb-e Islami Gulbuddin (HiG).”
The last-named is the guerrilla force of Gulbuddin Hekmatyar, the largest recipient of hundreds of millions (perhaps billions) of U.S. dollars provided by the CIA to the Peshawar Seven Mujahideen bloc fighting the Soviet-backed government of Afghanistan from 1978-1992.
While hosting Hekmatyar and his allies at the White House in 1985 then President Ronald Reagan referred to his guests as “the moral equivalents of America’s founding fathers.”
Throughout the 1980s the CIA official in large part tasked to assist the Mujahideen with funds, arms and training was Robert Gates, now U.S. Secretary of Defense.
Last December BBC News reported:
“In his book, From the Shadows, published in 1996, Mr Gates defended the role of the CIA in undertaking covert action which, he argued, helped to win the Cold War.
“In a speech in 1999, Mr Gates said that its most important role was in Afghanistan.
“‘CIA had important successes in covert action. Perhaps the most consequential of all was Afghanistan where CIA, with its management, funnelled billions of dollars in supplies and weapons to the mujahideen, and the resistance was thus able to fight the vaunted Soviet army to a standoff and eventually force a political decision to withdraw,’ he said.” [6]
Now according to McChrystal the same Gulbuddin Hekmatyar who was cultivated and sponsored by McChrystal’s current boss, Gates, is in charge of one of the three groups the Pentagon and NATO are waging ever-escalating counterinsurgency operations in South Asia against.
To make matters even more intriguing, former British foreign secretary Robin Cook – as loyal a pro-American Atlanticist as exists – conceded in the Guardian on July 8, 2005 that “Bin Laden was…a product of a monumental miscalculation by western security agencies. Throughout the 80s he was armed by the CIA and funded by the Saudis to wage jihad against the Russian occupation of Afghanistan. Al-Qaida, literally ‘the database’, was originally the computer file of the thousands of mujahideen who were recruited and trained with help from the CIA to defeat the Russians.”
Russian analyst and vice president of the Center for Political Technologies Sergey Mikheev was quoted in early September as contending that “Afghanistan is a stage in the division of the world after the bipolar system failed. They [U.S. and NATO] wanted to consolidate their grip on Eurasia…and deployed a lot of troops there. The Taliban card was played, although nobody had been interested in the Taliban before.” [7]
Pentagon chief Gates’ 27 years in the CIA, including his tenure as director of the agency from 1991-1993, is being brought to bear on the Afghan war according to the Los Angeles Times of September 19, 2009, which revealed that “The CIA is deploying teams of spies, analysts and paramilitary operatives to Afghanistan, part of a broad intelligence ’surge’ that will make its station there among the largest in the agency’s history, U.S. officials say.
“When complete, the CIA’s presence in the country is expected to rival the size of its massive stations in Iraq and Vietnam at the height of those wars. Precise numbers are classified, but one U.S. official said the agency already has nearly 700 employees in Afghanistan.
“The intelligence expansion goes beyond the CIA to involve every major spy service, officials said, including the National Security Agency, which intercepts calls and e-mails, as well as the Defense Intelligence Agency, which tracks military threats.”
U.S. and NATO Commander McChrystal will put the CIA to immediate use in his plans for an all-out counterinsurgency campaign. The Los Angeles Times article added:
“McChrystal is expected to expand the use of teams that combine CIA operatives with special operations soldiers. In Iraq, where he oversaw the special operations forces from 2003 to 2008, McChrystal used such teams to speed up the cycle of gathering intelligence and carrying out raids aimed at killing or capturing insurgents.
“The CIA is also carrying out an escalating campaign of unmanned Predator missile strikes on Al Qaeda and insurgent strongholds in Pakistan. The number of strikes so far this year, 37, already exceeds the 2008 total, according to data compiled by the Long War Journal website, which tracks Predator strikes in Pakistan.”
Indeed, on September 13 it was reported that “Two NATO fighter jets reportedly flew inside Pakistan’s airspace for nearly two hours on Saturday.
“The airspace violation took place in different parts of the Khyber Agency bordering the Afghan border.” [8]
Two days later “NATO fighter jets in Afghanistan…violated Pakistani airspace and dropped bombs on the country’s northwest region.
“NATO warplanes bombed the South Waziristan tribal region….Moreover, CIA operated spy drone planes continued low-altitude flights in several towns of the Waziristan region.” [9]
The dramatic upsurge in CIA deployments in South Asia won’t be limited to Afghanistan. Neighboring Pakistan will be further overrun by U.S. intelligence operatives also.
On September 12 a petition was filed in the Supreme Court of Pakistan contesting the announced expansion of the U.S. embassy in the nation’s capital.
“Pakistani media have been reporting that the United States plans to deploy a large number of marines with the plan to expand its embassy in Islamabad.” [10]
The challenge was organized by Barrister Zafarullah Khan, who “said that Saudi Arabia was also trying to get 700,000 acres (283,400 hectares) of land in the country.”
He was quoted on the day of the presentation of the petition as warning “Giving away Pakistani land to U.S. and Arab countries in this fashion is a threat for the stability and sovereignty of the country” and “further added that the purpose of giving the land to U.S. embassy was to establish an American military base…there.
“He maintained that such a big land was enough even to construct a military airport.” [11]
Intelligence personnel and special forces are being matched by military equipment in the intensification of the West’s war in South Asia.
On September 10 Reuters revealed in an article titled “U.S. eyes military equipment in Iraq for Pakistan” that “The Pentagon has proposed transferring U.S. military equipment from Iraq to Pakistani security forces to help Islamabad step up its offensive against the Taliban….”
A U.S. armed forces publication a few days afterward wrote that “U.S. hardware is moving out of Iraq by the ton, much of it going straight to the overstretched forces in increasingly volatile Afghanistan” and “The U.S. military has already started moving an estimated 1.5 million pieces of equipment – everything from batteries to tanks – by ground, rail and air either to Afghanistan for immediate use….” [12]
In the middle of this month “U.S. military leaders infused Gen. Stanley McChrystal’s ideas of how to win the war in Afghanistan” by conducting a large-scale counterinsurgency exercise in Grafenwoehr, Germany.
“Dozens of Pashtun speakers joined more than 6,500 U.S. troops and civilians in an exercise for the Afghanistan-bound 173rd Airborne Brigade and Iraq-bound 12th Combat Aviation Brigade. It was the largest such exercise ever held by the U.S. military outside of the United States….” [13]
The Pentagon and NATO have their work cut out for them.
“A security map by the London-based International Council on Security and Development (ICOS) showed a deepening security crisis with substantial Taliban activity in at least 97 percent of the war-ravaged country.
“The Council added that the militants now have a permanent presence in 80 percent of the country.” [14]
The United States is not alone in sinking deeper into the Afghan morass.
On September 14 U.S. ambassador to NATO Ivo Daalder, in celebrating the “resilience and deep-seated support from our allies for what is happening in Afghanistan,” was equally enthusiastic in proclaiming “Over 40 percent of the body bags that leave Afghanistan do not go to the U.S. They go to other countries….” [15]
Daalder also gave the lie to earlier claims that NATO troop increases leading up to last month’s presidential election were temporary in nature by acknowledging that “Many of the extra troops that NATO countries sent to Afghanistan for the August presidential elections would stay on.” [16]
Leading up to the Washington Post’s publication of the McChrystal assessment, NATO’s Military Committee held a two-day conference in Lisbon, Portugal which was attended by McChrystal and NATO’s two Strategic Commanders, Admiral Stavridis (Supreme Allied Commander, Operations) and General Abrial (Supreme Allied Commander, Transformation) which “focused mainly on the operation in Afghanistan and on the New Strategic Concept.” [17]
The 28 NATO defense chiefs present laid a wreath to the Alliance’s first war dead, those killed in Afghanistan.
Earlier this month the Washington Post reported that “The U.S. military and NATO are launching a major overhaul of the way they recruit, train and equip Afghanistan’s security forces,” an announcement that came “in advance of expected recommendations by Gen. Stanley A. McChrystal.” [18]
The article quoted Senator Carl Levin, chairman of the Senate Armed Services Committee:
“We’re going to need many more trainers, hopefully including a much larger number of NATO trainers. We’re going to need a surge of equipment that is coming out of Iraq and, instead of coming home, a great deal of it should be going to Afghanistan instead.” [19]
According to the same report, this month NATO will “will establish a new command led by a three-star military officer to oversee recruiting and generating Afghan forces.
“The goal is to ‘bring more coherence’ to uncoordinated efforts by NATO contingents in Afghanistan while underscoring that the mission ‘is not just America’s challenge’…” [20]
Contributing to its quota of body bags, NATO has experienced losses in Afghanistan that have reached record levels. “According to the icasualties website, 363 foreign soldiers have died in Afghanistan so far this year, compared to 294 for all of 2008.” [21]
In September Britain has lost its 216th soldier in the nearly eight-year war. Canada lost its 131st. Denmark its 25th. Italy its 20th. Poland, where a recent poll showed 81 percent support for immediate withdrawal from Afghanistan, its 12th.
Russian ambassador to Afghanistan Zamir Kabulov, who had been in the nation in the 1980s, was cited by Associated Press on September 12 as saying that in 2002 the U.S. had 5,000 troops in the nation and “Taliban controlled just a small corner of the country’s southeast.”
“Now we have Taliban fighting in the peaceful Kunduz and Baghlan (provinces) with your (NATO’s) 100,000 troops. And if this trend is the rule, if you bring 200,000 soldiers here, all of Afghanistan will be under the Taliban.”
Associated Press also cited Kabulov’s concern that “the U.S. and its allies are competing with Russia for influence in the energy-rich region….Afghanistan remains a strategic prize because of its location near the gas and oil fields of Iran, the Caspian Sea, Central Asia and the Persian Gulf.”
He also said “Russia has questions about NATO’s intentions in Afghanistan, which…lies outside of the alliance’s ‘political domain’” and “Moscow is concerned that NATO is building permanent bases in the region.”
The concerns are legitimate in light of this month’s latest quadrennial report by the Pentagon on security threats which “put emerging superpower China and former Cold War foe Russia alongside Iran and North Korea on a list of the four main nations challenging American interests.” [22]
At the same time a U.S. military newspaper reported on statements by Pentagon chief Robert Gates:
“Gates said the roughly $6.5 billion he has proposed to upgrade the [Air Force] fleet assures U.S. domination of the skies for decades.
“By the time China produces its first – 5th generation – fighter, he said, the U.S. will have more than 1,000 F-22s and F-35s. And while the U.S. conducted 35,000 refueling missions last year, Russia performed about 30.
“The secretary also highlighted new efforts to support robust space and cyber commands, as well as the new Global Strike Command that oversees the nuclear arsenal.” [23]
To add to Russian and Chinese apprehensions about NATO’s role in South and Central Asia, ten days ago the U.S. ambassador to Kazakhstan, which borders Russia and China, “offered to Kazakhstan to take part in the peacekeeping mission in Afghanistan.”
At the opening ceremony of the NATO Steppe Eagle-2009 military exercises in that nation Richard Hoagland said “Kazakhstan may again become part of the international NATO peacekeeping force in Afghanistan.” [24]
Radio Free Europe reported on September 16 that NATO was to sign new agreements with Kyrgyzstan, which also borders China, for the use of the Manas Air Base that as many as 200,000 U.S. and NATO troops have passed through since the beginning of the Afghan war.
On the same day NATO’ plans for expanding transit routes through the South Caucasus and the Caspian Sea region were described. “[T]he air corridor through Azerbaijan and Turkmenistan is the most feasible.
“This route will be best suited if ISAF transport planes fly directly to Baku from Turkey or any other NATO member….Moreover, it [Azerbaijan] is not a CSTO [Collective Security Treaty Organization] member, which allows Azerbaijan more freedom for maneuver in the region when dealing with NATO.” [25]
Just as troops serving under NATO command in the war in Afghanistan and Pakistan now include those from almost fifty countries on five continents, so the broadening scope of the war is absorbing vaster tracts of Eurasia and the Middle East.
America’s longest armed conflict since that in Indochina and NATO’s first ground war threatens to not only remain the world’s most dangerous conflagration but also one that plunges the 21st Century into a war without end.
